No Court Martial Charges Preferred

An NCIS agent in Japan was notified of an allegation of abusive sexual contact against a Navy Chief.  He  retained court martial lawyer Tim Bilecki to represent him.  During the investigation, when NCIS first attempted to interview the alleged victim, she refused to make a statement and signed a Victim Preference Statement (VPS) declining participation in the investigation.  Later, she reversed her decision and made a statement.  Associated military prosecutors conducted a prosecutorial review of the case file and determined that no criminal charges should be preferred.
