A Navy Petty Officer stationed at Whidbey Island was under investigation for the misuse of an electronic device under Article 120 following an incident at a house party. After becoming heavily intoxicated, the Sailor had limited recollection of the event, but there was a possibility that inappropriate photos or videos were taken using his phone.
