Facts

This was an Army Medical Service Corps Captain, direct-commissioned in October 2024 with twelve-plus years of civilian outpatient orthopedic-PT experience and a Doctor of Physical Therapy, issued a GOMOR citing Article 120 abusive sexual contact during AMEDD Basic Officer Leader Course field training at Camp Bullis.

The GOMOR alleged two incidents.

The Government alleged a March 2025 butt-slap of a Captain during a food inspection in a male barracks tent at approximately 0737 in front of 20 to 25 service members in gear awaiting formation; and a separate March 2025 butt-slap of a different Captain at outdoor picnic benches at approximately 1800.

For a newly commissioned Captain, permanent filing could threaten promotion and continued service. A separate officer elimination action was also a concern.

The August 2025 rebuttal put the eyewitness accounts beside the accusation. Witnesses described the first incident as a light tap to the hip or a brief pat to the back; another witness present at both incidents reported seeing nothing inappropriate. The defense also cited CID’s written distinction: probable cause for assault, but no probable cause for abusive sexual contact. That distinction supported the challenge to the sexual-contact characterization; it did not require the command to withdraw a reprimand under a different administrative standard.

The GOMOR was permanently filed in the AMHRR. The Show Cause / Officer Elimination action did not follow. No NJP. No court martial referral.
