This war has been waged on multiple fronts, beginning with Congress changing the law on sex crimes under the "New Article 120" offense, the JAG Corps adding SVPs to the JAG Corps, sexual assault HQEs being added to the Trial Counsel Assistance Program ( TCAP), seven new HQEs whose only job is to train law enforcement agents on sexual assault investigations, 30 new CID agents who will only work sexual assault cases, millions of dollars added to the budget for sexual assault prosecution training, and a sexual assault task force created to "educate" prosecutors, commanders and Convening Authorities about sexual assault prevention and prosecution.
Like other military campaigns, the military's strategy is to win the war by overwhelming its opponents. Innocent Service Members are the casualties of this new "War on Sexual Assault." The reality today is that if you are accused of a sexual assault in the military, your case will be investigated by the best law enforcement agents and HQEs in the military; your command will be pressured to send your case to courts-martial, where you will be prosecuted by the best attorneys the military has to offer.
